ENTACT was contracted to execute a performance based sediment remediation and In-Situ Solidification/Stabilization (ISS) project at a chemical plant.  The objective was to render lead and nitrocellulose waste in a former Solid Waste Management Unit (SWMU) suitably stable for in-place closure.   Since the SWMU was located in the riparian zone of an adjacent river, preliminary activities included dredging of sediments from the shoreline bordering the SWMU, followed by dewatering, and transfer back to the SWMU for stabilization.   The stabilization zone covered approximately 2.5 acres with waste at depths of up to 10 ft.  The total volume of waste treated via in-situ stabilization was 9,900 cubic yards.  Portland cement and Cement Kiln Dust were used to achieve the treatment criteria of less than 5 mg/l SPLP lead, hydraulic conductivity of less than 1 x 10-6 cm/sec, and a compressive strength greater than 100 psi.

 

Along the riverfront boundary of the consolidation area, a sand buffer zone was constructed to accommodate the installation of monitoring wells.  A rip rap revetment was then constructed along the entire length of the shoreline to prevent erosion of the stabilized upland waste.  A two foot vegetative soil cover was then installed over the entire area followed by restoration of all affected areas.

ENTACT completed remedial construction activities at this former petrochemical and industrial waste disposal site on behalf of the PRP group. Activities included in-situ stabilization/solidification of 95,000 tons of hydrocarbon and PCB impacted sludges; design and operation of a water treatment plant to pump and treat over 11 million gallons of impacted water from a former process/storage lagoon; management of stored liquids and demolition of tanks and incinerators; excavation, hauling, placement, compaction and grading of over 500,000 cubic yards of site soils to construct an on-site repository for stabilized sludge, impacted soils, demolition debris, drums and barrels; construction of a 33-acre RCRA Subtitle C compliant cover; creation of a 12-acre waterfowl habitat from the on-site borrow area; installation of monitoring wells; and site restoration.

Stabilization Details:

ENTACT performed in-situ stabilization/solidification on 95,000 tons of hydrocarbon sludges and contaminated soils to increase their bearing capacity and reduce contaminant leachability. Post-treatment SPLP leachate analysis confirmed that treatment goals were met for metals, VOCs, SVOCs, and PCBs.  The Unconfined Compressive Strength (UCS) of the treated waste averaged 40 psi.

 

Solidification/Stabilization - Environmental remediation processes by which waste contaminants in a host medium are rendered less mobile, less soluble, chemically inactive, and less toxic by the addition of properly selected and mixed additives and/or reagents. Improving the bearing capacity and physical density of host material/contaminant improves handling characteristics, reducing contaminant solubility and stopping or reducing transfer of contaminant to surrounding environment. Measurable indicators of successful processing include leachability, chemical stability, and permeability. Resultant product or material is suitable for safe land disposal or, in some cases, can remain in place.
