COAL-FIRED GENERATING STATION CCR POND CLOSURE ACTIVITIES

Coal-Fired Generating Station CCR Pond Closure, Maintenance & Repurposing Activities

ENTACT has been engaged to perform pond closure, repurposing, and maintenance activities at this coal-fired power plant located along a major river system in the Midwest. Based on the successful completion of the East Bottom Ash Pond Closure, ENTACT was awarded additional work at the facility, as outlined below, on a competitive or sole-sourced basis. Highlighted projects include:

West & East Bottom Ash Pond Repurposing, & Wastewater Pond Sediment Removal: The West Bottom Ash Pond (WBAP) is being closed by removal; the East Bottom Ash Pond (EBAP) is being retrofitted with a CCR-compliant composite liner system; and the West Wastewater Pond (WWP) is being cleaned of sediments to enable continued use. Scope of work includes:

  • Bulk dewatering of the WBAP and WWP
  • Managing 315,800 cubic yards of CCR, 47,500 cubic yards of underlying native soil, and 157,395 cubic yards of sediment
  • Excavating, rinsing, and re-placing 5,900 cubic yards of riprap
  • Placing, conditioning, and compacting fill materials and installing the new liner system at the EBAP

On-Site Landfill Phase 1 Soil Cover: Concurrent with the activities outlined above, ENTACT was engaged to install a temporary soil cover over the on-site landfill at this at this coal-fired power plant to facilitate germination. Once plant operators complete surface grading of the CCR landfill, ENTACT’s scope will include:

  • Management of 47,000 cubic yards of soil on the constructed landfill subgrade
  • Placement of 4,500 square yards of geotextile and 2,250 tons of rip rap in seven drainage channels
  • Installation of erosion control measures
  • Hydroseeding 28.4 acres of the landfill area

East Bottom Ash Pond Closure: The EBAP was closed in compliance with CCR Rule 40 CFR Part 257 and Effluent Limit Guidelines 40 CFR Part 423. Scope of work included:

  • Bulk dewatering of the 26-acre pond
  • Excavation of 215,517 cubic yards of CCR and 47,997 cubic yards of native material
  • Excavation, rinsing, and stockpiling of 13,758 cubic yards of riprap
  • Earth work to minimize disturbance of the Least Tern avian habitat
